  Michael Banks was raised in Hampton, Virginia and graduated from Bethel High School. He joined the Virginia Beach Police Department in 1997 as sworn officer and worked in patrol, field training, school resource officer, DUI task force, hostage negotiations and fatal crash team. Promoted to sergeant in 2017.

Michael earned his Bachelor Degree in Financial Management from Old Dominion University in 1996. He instructs Fair and Impartial Policing as well as crash reconstruction courses and DUI Field testing. 

Michael serves as the Treasurer for the National Organization of Black Law Enforcement Executives, Hampton Roads Chapter.
